CTAN Update: latex tools release (keyval update)

On Thu, 8 May 2014 the LaTex 3 project submitted an update to the
latex tools
package.

as noted on the latex-l list the recent latex update included a bug fix to keyval that has proved to have incompatibilities with contributed packages, notably biblatex, so the change is being reverted.
